DPP to determine who will be charged for Bacchus shooting; PCA recommends three officers

The Police Complaints Authority (PCA) has completed its investigation into the fatal shooting of 23 year old Quindon Bacchus of Haslington, East Coast Demerara (ECD).

In a statement on Sunday, the Chairman,Justice (Ret'd) William Ramlal said "I recommend to the Director of Public Prosecutions that three members of the Police Force are to be charged."

However, he added "It is for the Director of Public Prosecutions to determine who is to be charged and what offences he/she/they is/ are to be charged for."

The report was expected to be sent to the DPP yesterday.

Bacchus was shot on June 10 during what the Guyana Police Force claimed was an intelligence led operation at Haslington New Scheme, East Coast Demerara (ECD). According to the Police, a 22-year-old construction worker who provided “certain information” led ranks to Bacchus, who was allegedly in possession of a firearm and was intended to sell it to one of the ranks.

During the process several shots were fired and Bacchus died.

Last Tuesday, a massive protest erupted over the young man's death after an online social media agency published an inaccurate post saying that the cop who was under arrest for the Bacchus fatal shooting was released.

The protest led to vendors attached to the Mon Repos market being attacked and robbed. This protest also caused scores of commuters having to return to their homes because the roads were blocked. Many businesses along the route were forced to shut their doors as well.

In the meanwhile, the one rank who was arrested remains under open arrest at headquarters of the Tactical Services Unit.

The identities of the other two ranks remain unknown at this time.
